Friendship T20 CUP (2017) CONSTITUTION
 
The Tournament will be played in Round Robin format, the tournament is not affiliated with the Florida west coast league), this is an invitational tournament which is hosted by ICAT Club.  
The tournament fee is 400.00 dollars per team.  
 
The following teams are participating in the tournament
 
  • ICAT
  • ICAT Warriors (ICATW) 
  • Lakeland Lions Cricket club (LLC) 
  • Toons Cricket Club (TCC)
  • Royal Phoenix Cricket club (RPC) 
  • Englewood Cricket Club (ECC)
  • Legends Cricket club (LEC)

  • West Indian American Cricket Club (WIACC)
 
Umpires:
 
The umpires shall control the game as required by the Laws with absolute impartiality and will be present at the ground at least 10 minutes before the scheduled start of play. 
 
The umpires shall be the final judges of the fitness of the ground, weather, and light for play
 
ICAT management will provide one official umpire for every regular season match. Such appointed umpire shall receive Forty dollars from each team prior to the start of the game.  Whenever such umpire is not available, umpire appointment shall be the responsibility of the two captains and is a matter for them to decide and agree upon. After such appointment, the umpire’s decision is final. Ruling and square-leg umpires for the final shall be provided by the ICAT management at its expense.  

Balls:
ICAT management provides enough balls for every scheduled league match for the season as well as Semi-finals and final. Two additional balls will be provided prior to the start of the league as we are changing to White from FT20 2017 onwards. This can be used in the first match if the balls get lost. If the ball is to be replaced, the umpire shall inform the batsman and the fielding captain. Either batsman or bowler may raise the matter with the umpires and the umpires’ decision as to a replacement or otherwise will be final. 

Player Registration and Insurance:
Each member club must submit its roster of no more than 30 players to the ICAT Management no later than such date (April 28th, 2017).  Once submitted, no roster changes will be allowed, except during the period which shall occur from July 1st, 2017 until July 7th, 2017. A player must have played at least three league matches during the regular season with his current club or 25% of the match played, in order to be eligible to participate in any semifinal or final matches. Rain-out or forfeit matches will not be considered for the player eligibility.   Rain interrupted matches are considered for player eligibility
Each member club is responsible for its insurance and is required by the ICAT management.  
Scorecards:
 Cricclubs or Crichq app is mandatory for all the team to score for the game.  If Crichq is been used to score, it is the responsibility of each team to upload the same in the Cricclubs on before the following Friday,5 pm. A failure to submit a scorecard by said deadline shall result in a 5 points penalty to that club, regardless of the outcome of the match in question. Trophy awards will be determined by scorecard data alone. Any dispute arising from any match shall be resolved by the ICAT management using scorecard evidence and the testimonial accounts of the relevant umpires.
 
2017 Finals Venue:
 The Finals will be played at the Rodney Colson Park, Seffner, FL.  
 
If the qualified teams for the Semi Finals do not have a home ground or multiple teams playing in the same home ground qualifies for Semi-Finals, ICAT management will decide on the venue and dates for the Semi Finals.
 
Trophies:
 
Trophies for the regular season include:  
  • Most runs scored by a batsman. 
  • Most wickets were taken by a bowler. 
  • Hundreds scored by a batsman in a match.
  • Five wickets by a bowler in a match. 
  • Best Wicket Keeper of the season.
  • Man of the Series.
 
 Trophies for the Finals include:  
  • Friendship T20 Trophy for the winning team in the finals. 
  • Individual Trophy for the Winning Team players in the finals (15 Trophy).
  • Individual Trophy for the Losing Team players in the finals (15 Trophy).
  • Best Batsmen in the Finals. (Can be from any Team).
  • Best Bowler in the Finals. (Can be from any Team).
  • Man of Match for the Finals. (From Winning Team).
 
 Schedule, Start time and Forfeit:
 
League Schedule will be prepared and communicated to all the clubs on or before May 1st, 2017. All league matches shall play on Sundays starting at 10:00 AM and consisting of 20 overs.  The Afternoon Matches starts at 2:00 PM.
 
a)If the team couldn’t field 7 or more players, the match will be awarded to the other team, provided the other team has 7 or more players on the field. Both the team couldn’t field 7 or more players, no point will be awarded to both the teams.
 
b)In such an event where a team is not ready to start at 10:00 AM, 
 
a.If the match starts at 10:00 AM – 10:15 AM, such team shall lose four overs from their batting. 
b.After 10:30 AM, a team which is not ready to take the field shall forfeit the match. The match will be awarded to the team which is present in the ground.
c.No points will be awarded if both the teams are not ready to start the game after 10:30 AM. 
 
Similar time frame and rules will be applied to 2:00 PM game.
In the above said events a) & b), and the league umpire is present on the ground, he shall receive normal umpire fees.
If the team inform the ICAT management in advance about forfeit (by Thursday 5:00 PM EST of the match week), the umpire fees will be waived. 
Team forfeits more than one game will be losing 10 points from the second forfeit onwards.
 
 
 
Round Robin and Points:
 
  • Every club shall play against every other club in their group twice, once at home, and once away. 
  • Every club shall play against every other club in their other group Once, either home or away and against one team in the other group they will play twice.

  • The winning team shall be awarded ten points. 
  • There is no super over in the regular league matches.  Only in the playoff matches, super over will be used if the score ties.
  • The top two clubs from both groups will compete in the semi-finals, where the two winning clubs will move on to the final. 
  • In the event of a points tie for a semi-final position, the club which defeated the other twice during the regular season shall be favored for the position.
  • In the event of each club having defeated the other once during the regular season, Net Run Rate will be used. (Net Run Rate will be calculated using the scores of the two matches played between them)

Rained-out:
 
The Points are split between the two teams under the following scenarios:
 
1.Rained previous day. Both outfield and pitch are in a unplayable state.
2.Rained during the match and team batting second didn’t complete 10 overs.
 
Umpires have the final say in deciding the unplayable state of the ground. If no league umpires present, both the captains can agree upon to call off the match.
 
Scorecards need to be submitted for scenario 2 for considering these matches towards playoff eligibility.
 
Under Scenario 1, players will not be considered towards playoff eligibility.
 
Under Scenario 1, if the league umpire is present on the ground, both the teams needs pay 20 dollars as umpire fee.
 
Under Scenario 2, if the league umpire is present on the ground, both the teams need to pay 35 dollars as umpire fee.
 
Rained during the match and If the team batting second has batted 10 or more overs, the Run Rate is considered for the result of the match. Run Rate is rounded to two decimals.  Team with higher Run Rate is declared as winners.
 
 
Ex:

Team A – 140/8 in 20 overs.  Run Rate = 140/20 = 7.00 

Team B – 90/1 in 12.5 overs. Run Rate = 90/12.83 = 7.014809041309431 = 7.01

Team B wins by 0.01 margin in Run Rate.

Please use below mentioned when the match stop in between overs (applies after 10 overs)

1 ball = 1/6 = 0.1666666666666667 = 0.17

2 ball = 2/6 = 0.3333333333333333 = 0.33

3 ball = 3/6 = 0.5

4 ball = 4/6 = 0.6666666666666667 = 0.67

5 ball = 5/6 = 0.8333333333333333 = 0.83

 
Schedule and Venue Changes:
 
No matches shall be rescheduled for any reason.  
 
Wicket:
 
Matches shall be conducted on only matting or Astroturf (concrete pitch with mat fixed on it) according to the standard MCC Laws of Cricket except as altered by this constitution.
 
Rules and Regulations: 
 
Umpires decision is final.  Abusing league umpires is strictly prohibited. Failure to comply will result in banning of the player/ team. Umpires have the right to evict a player during the match for any misbehavior.
 
Any player who misbehaves or shows a violent gesture towards umpire will be banned from the league immediately. 
 
Any player who uses racial slur will be banned from the league immediately. 
 
League matches shall be played using a league ball.  Failure to bring a league ball will result in a forfeit of the match.  
There will be 30-yard fielding restrictions.  
  • Mandatory 6 overs power play which allow only 2 fielders outside the 30-yard circle during the power play.
  • Only 5 fielders are allowed outside the 30-yard circle during non-power play overs.
 
Powerplay overs will be reduced if the no of overs reduced too and power play percentage would be 3.
 
Ex:
Total Overs: 20              Power Play Overs = 20*0.3 = 6 overs
Total Overs: 18              Power Play Overs = 18*0.3 = 5 overs (5.4, rounded to 5)
Total Overs: 16              Power Play Overs = 16*0.3 = 5 overs (4.8, rounded to 5)
Total Overs: 14              Power Play Overs = 14*0.3 = 4 overs (4.2, rounded to 4)
Total Overs: 12              Power Play Overs = 12*0.3 = 4 overs (3.6, rounded to 4)
 
Each bowler may bowl a maximum of only one-fifth of the total overs per innings. For a full, uninterrupted match, this is 4 overs.
 
Players must be in respective colored uniforms (Collared shirt is preferable but not mandatory). 
Players must wear rubber spike shoes (White Shoes preferable but not mandatory).
Any complaints during the match need to be brought to the umpire's attention. Umpire would try to sort out the issue by discussing with team captains. If the captain is not able to control his players, the umpire has the right to stop the match and award the points to Opposition team. If both teams are involved in issues and their captains are unable to sort the issues, the umpire has the right to stop the match and no points will be awarded to both the teams.
Verification of registered player needs to be done during the day of the match. Match results will not be overturned due to unregistered player issue on any occasion. 
  • If one of the team captain suspicious about the identity and the registration of the player, he needs to reach out the umpire.
  • Umpire will reach out to the other team captain and request the suspected player to show his ID. 
  • If the suspected player doesn't have any valid ID at the time of the game, he will not be allowed to play the match
  • If suspected player ID name doesn't match with the name in the Master Roster, he will not be allowed to play the match.
On such occasions where no umpire has been assigned by the league, or such umpire fails to arrive by 9:45 AM (1:55 PM for the afternoon match), the two captains shall, before the toss, agree on who shall serve as ruling umpire.  The square-leg umpire shall be any person or people agreed upon by the two captains prior to the start of play (including players).  The league ruling umpire reserves the right to disapprove of any individual serving as the square-leg umpire.  
Before the toss, each captain shall declare to the ruling umpire, in writing, their list of eleven players, plus any twelfth-man.  In the event of players arriving late, the twelfth man may start as a substitute fieldsman.  If the declared eleven have not arrived by 10:30 AM, The twelfth man shall become part of the eleven.  No player arriving after 10:30 AM is eligible to play.  Late players arriving before 10:30 AM may take the field immediately after the over in progress upon their arrival.  Under no circumstances shall the twelfth man bat, bowl, or keep wicket.
Substitute fielders shall only be permitted in cases of injury, illness or other wholly acceptable reasons. ‘Wholly acceptable reasons’ should be limited to extreme circumstances and should not include what is commonly referred to as a ‘comfort break’.
 
A runner for a batsman when batting is not permitted.
 
In the event of a player arriving late or leaving the field and later returning to the field, he shall not be eligible to bowl or keep wicket until he has resumed fielding for at least as many overs as he was absent, counting any partial over as a full over.
 
There is one water break during the batting session. Square leg umpire or batting team members can provide water to the batsman without delaying the duration of the match. 
The team batting second should resume their batting within 10 minutes after the team batting first.
Any ball bouncing over head-height and out of reach of the batsman is considered to be a wide ball.
Any ball bouncing over the shoulder height and below the height of the batsman shall be a no-ball if it is bowled more than once in an over. A fast short-pitched no-ball delivery, which in the opinion of the umpire, was deliberately bowled by the bowler, shall on the first occasion be given a first and final warning.  On the next such occasion of bowling a deliberate fast short-pitched no-ball bouncer, the ruling umpire shall take off such bowler and require the captain of the fielding side to replace him with another bowler.  The removed bowler shall not be allowed to bowl for the remainder of the innings. 
Any fast-paced delivery bowled full and above waist height, shall be considered a no-ball.  Any full toss bowled above shoulder height, regardless of its pace shall be considered a no-ball.  In the event of bowling such full toss deliveries, which in the opinion of the umpire are deliberate, the same procedure of warning and removal shall apply as it does to the bowling of fast short pitched deliveries.  
The above provisions regarding no-ball bouncers and full-toss deliveries apply regardless of whether or not the batsman plays the ball, and any runs resulting from such a No-Ball shall be scored to the batsman along with the No-Ball extra.
For the purposes of judging bouncers and full-toss deliveries, the square leg umpire may indicate to the ruling umpire by signaling to him as to what he saw.  However, the ruling umpire shall make the final decision. 
If a bowler delivers a no-ball by overstepping the popping crease, it costs 1 run and his next delivery is designated a "free-hit". In this circumstance the batsman can only be dismissed through a run-out, hitting the ball twice, obstructing the field or handling the ball. The field can be changed only when the batsman is changed during the No ball.
 
Only in the playoff games (semi-finals and finals), all no balls will have the free-hits.
 
Any ball bowled down the leg side of the batsman in his guard position shall be considered a wide ball.
Whenever the start of a match is delayed due to weather but is able to commence prior to 10:30 AM, the number of overs shall be reduced by two overs every ten minutes of delay after 10:30 AM.  But under no circumstances shall the number of overs be reduced to less than 12 overs. If the match couldn’t start by 11:30 noon due to the weather, then the game is canceled.
In the event of bad light occurring after the completion of the 10th over of the side batting second, the result shall be determined by the run rate at that time in the innings of the team batting second, compared to the overall run rate of the team which batted first.  The team which scored the higher run rate shall be declared the winner.  
Under no circumstances are the numbers of over to be reduced from either side due to delay, weather, or otherwise after the start of the match.  
 
If a team drops out in the middle of the season, the points will be awarded for the remainder match to the opposition team.
Failure to follow the rules and regulation will result in severe disciplinary action against the team which may amount to debarring the team and its players from the present and future tournaments and No Money will be refunded.
 
Addendum:
 
Best Umpire Trophy is included and best umpire for the season is determined by the team ratings. Minimum 3 games umpiring is mandatory for the best umpire selection.
 
Every Team needs to submit the Umpire report before next Friday. Else 5 points would be deducted.
