Rule book for IECL 2019
All the following rules are decided by the organizer after having detail discussion with the four captains. Some new rules have been implemented this time in order to make tournament interesting.
1. The ball bowled by the bowler with wrong bowling action will be declared as a no ball, provided that both umpires should agree for the decision. Any umpire can give this call and no free hit will be rewarded for this type of no ball.
2. Bats man can object on bowlers bowling action and can appeal to umpire for no ball.
3. Only Captain or else vice captain are allowed into the field for discussion.
4. Remaining players of batting team are not allowed to comment or shout about bowling action, if they want they can go through channel of captain or vice captain.
5. There will be over limit for each bowler(15 over match maximum 3 overs for each bowler, 20 over match maximum 4 overs for each bowler)  
6. We will have 12 league matches in which each team will play twice with other 3 teams.
7. After league, teams will be ranked from 1 to 4 based on match points (winning or tie) and net run rate.
8. There will be no super over during league matches, meaning if there is a tie, points will be divided between the teams.
9. Once the league is over there will be qualifier-1 between 1st and 2nd seeded teams. Winner goes to final directly.
10. Eliminator will be played between 3rd and 4th seeded teams. Loser will be eliminated from the tournament while the winner will qualify for the qualifier-2.
11. Qualifier-2 will be played between loser of qualifier-1 and winner of eliminator. Loser team will have to pack their bags while the winner will join the other finalist.
12. For each match winner will get 2 points and loser will have to be satisfied with 0 (zero) point. If there is a tie, both the teams will get a point each.
13. It has been decided that 1 run is equivalent to 1 point. One(1) wicket is equivalent to 8 points. And there will be 2 points each for every catch, stumping and direct hit runout.These things will be considered for selection of MOM and MOS.
14.  There will be Powerplayi.e.there will be a field restriction during overs 1 to 5of every match.
15. During the powerplay overs, only two fielders will be allowed outside the 25 yard circle, while for the rest of the overs maximum 5 fielders are allowed outside the 25 yards.
16. Maximum 5 fielders, including the bowler, are allowed on leg side throughout the match.
17. There will be a free hit for every front foot and above the waist high full toss“No balls”.
18. Over the head bouncers will be called as wide balls. If the batsman hits an over the head high delivery then it will be called as “No ball” but no free hit will be awarded.
19. If at any circumstance the umpire forgets to check the field restriction and the opposition side or the organizers find it (after the ball has been bowled) before the next ball has been bowled then also umpire can call it a “No ball” without rewarding a free hit.
20. There will be no LBW and no leg-bye for the entire tournament.
21. Umpires decision will be considered as final decision for any on-field controversies.
22. If umpires find some bowler’s action is wrong (throwing), they can call it a No ball, even without receiving any objections from the batsman.
23. Every team has to stick to the schedule.
24. If some players are not available that team has to play with replacement. Maximum up to 3 replacements can be taken for match. Postponement is considered only if more than 3 players are not available.
25. For flexibility there can be interchange of matches in the same week on agreement with other teams. But it has to be finished in the same week on or before Sunday.
26. For any replacement: the captain seeking replacement need to suggest two names from the other two non playing teams. If the opposition captain doesn’t agree with it, he can also suggest two names from the other two teams. If both the captains could not reach any agreement then there will be a voting process amongst the captains and the organizers. Out of the 4 suggested replacements, whoever receives majority of the votes will be considered as replacement with no further arguments.
27. In any case,if umpire realizes his mistake, then he can correct it after discussing with other on-field umpire. Expecting cooperation from both the captains in such conditions.
28. There will be one fair-play award for the team, which displays best sportsmanship spirit throughout the tournament. Each team’s spirit of the game will be scaled in a scale of 10. Points will be given by two field umpires and two scorers for the respective match.
29. All matches will start at 6 o’clock morning. Captains are requested to make sure that his team is present on the ground on scheduled time. Organizers can wait up to 6:15 am without taking any measure. On further delay there will be reduction of 2 overs per match for every 15 min delay.
30. For every match two non-playing captains have to suggest 3 players each for organizing and umpiring. Match organizers (including proposed organizers) have to reach the ground by 5:45 am or earlier if necessary. Captain should make sure that each payer should organize at least 1 match.
