1. BASIC GUIDELINES AND REGISTRATION PROCESS The Cricket Tournament is organized by the MES Alumni Association. Following are the basic tournament guidelines for those interested in getting their team registered. 1. The tournament will be comprising of 8 teams. 2. The tournament will be played at old Ideal Indian School cricket ground. 3. MESF 2021 Cricket tournament will be played from 1st December until 10th December 2021. 4. The teams should register a minimum of 11 & maximum of 15 players with Just 11 playing on the field. 5. Only registered players can participate in the tournament. 6. There will not be any player addition or removal during the whole league unless for a genuine case. This include but not limited to termination, travel or long-term injury in which case the committee will be keen to look into it and approval for replacement subjected to committee decision on relevant documents of evidence. 7. Once a replacement is approved, the replaced player will play no part in the team for the remaining games of the tournament. 8. The entry fee for the team to participate is QR 1000 which is to be paid after the registration. Tournament supervisor will contact you for the same after verification of the registered team. Team registration is only considered complete with the payment of entry fee. 9. The entry fee is non-refundable after the declaration is signed by the Captain or Team Manager. 10. The tournament organizers reserve the right to qualify or disqualify teams during registration process. In case the number of teams registered exceeds the team limit, a fair qualification process will be applied and communicated. If a team is disqualified for any reason before the start of tournament the participation fees will be reimbursed. 11. All players and team managers shall be vaccinated or produce immunity certificate. 12. The registration will include the names, QID, email, mobile number and year of passing out or the year they have studied in MES.
2. ELIGIBILITY 1. All players registered for the tournament should be Ex-Students of MES Indian School. 2. All players should be 18 years of age and/or completed high school. 3. If a player doesn’t have a valid Qatari Resident Permit, then the team manager/captain will be held responsible for any legal action with regards to fielding that player. 4. In the case if a challenge arises on the matter of eligibility the burden of proof is under the responsibility of the team. 5. Any Team found guilty of playing an ineligible player within the given criteria will be disqualified from the MESF Cricket tournament. Victory and the resultant 2 points will be awarded to the opposing team. The (TOC) will be the competent body to decide in this regard.
3. RULES & REGULATIONS OF THE GAME Below are the detailed rules and regulations which will also be provided to the captains after the final selection of all the teams at the time of Captains and Vice Captains meeting with the organizers. COMPETITION FORMAT Venue: Old Ideal School Structure: 1. The tournament will comprise of 8 participating teams. 2. There will be 2 pools of 4 teams each 3. Each team will play 3 matches in the group stage 4. Table topper and the runner-up of each group will qualify to Semifinals 5. Matches will be of T08 Format (8 overs) per innings in the group stage and Semifinals 6. The rankings of the teams in each group shall be determined as follows: 1. Greatest number of points obtained after all group matches. 2. Tied results will go to a super over until a winner is reached. 3. In case of washout or match cancelled due to unforeseen circumstances the points will be shared. 4. Net run rate difference in all group matches. 7. Losers of each Semifinals will play for third place. 8. Winners of each semifinal will play for the trophy. 9. The 3rd Place and trophy match will be of 10 overs per innings with super over if the match is tied until we get a result. Tournament Management Application: The tournament management application selected for this season’s cricket tournament is CricClubs as it complies with tournament requirement. All recordable statistics can be accessed by fans and teams through the application. Group stage pools and team allotment to the pools will be done in the captains meet through a draw for transparency and fairness. No seeding will be done at this stage. Fixtures and knockout matches will be autogenerated by the application. The umpires selected for the tournament are QCA level 2 umpires and have been selected based on their experience and expertise.
4. PLAYERS’ EQUIPMENT 1. Cricket ball will be provided by the organizers. The match will be played with MRI ball. One new ball will be given for one inning. 2. Sri Lankan cricket bats are not allowed in the league. Araldite/or any addition in cricket bats are banned. 3. Full length trousers are mandatory 4. Personal Protection equipment are the responsibility of the player. We recommend that players have helmet, guard, gloves and other accessories for their safety. 5. It is mandatory for the wicket keeper to have gloves.
BALL USED FOR THE GAME 1. Titan Yellow hard tennis balls will be used. 2. Every match will start with new ball. 3. The ball will only be replaced if it is damaged or lost. A new ball will be taken if it is happening in the first over else an old ball will be used. 4. During the play, if the ball is damaged, the umpire will replace the ball and the particular ball will be called Dead ball. If any particular delivery went out of the ground like a boundary or six, then it will be called as legal delivery even if the ball is damaged.
PRE-MATCH RULES 1. Each team should report 30 mins before the toss. 2. Minimum 8 players must be in the ground from both teams before a match is started. Failure of which after the allotted time will lead to penalty over deduction. 3. An over will be cut for every 5 mins delay for the team that is delayed.
POWER PLAY RULES 1. Mandatory power play will be 2 overs. 2. As final match will be 10 overs, power play will be 3 overs. 3. During power play over of each inning, only three fielders are permitted to be outside the circle. 4. During Non- power play overs, three fielders are mandatory in the circle. 5. BOWLING & BATTING 1. All the ICC rules will be followed throughout league except LBW, Free-hit & Fake Fielding. 2. 3 bowlers can bowl a maximum of 2 overs each and 2 bowlers can bowl 1 over each. (Group matches 8 overs) (no.1) 3. 5 bowlers can ball a maximum of 2 over each. (In final match 10 overs) 4. There are no NO-BALL for not telling the side that the bowler bowls from. 5. Umpires reserve every right to declare a no ball with or without warning, if any bowler delivers under arm or throw ball (Chucking). 6. Byes, leg byes and overthrows are applicable in this tournament. 7. LBW (Leg Before Wicket) is not applicable. 8. “NO” ball and “WIDE” ball will be penalized according to cricket rules. One run and an extra ball will be awarded for a “NO” ball and a “WIDE” ball. 9. No free hit for “NO” Ball. 10. A batsman who retired hurt can come back and bat after the fall of next wicket or any wicket he wants to. 11. It is not mandatory for keeper to update the umpire when he keeps up to the stumps or goes back. Keeper change has to be informed prior to changing. Umpire needs to notify the batsman regarding the keeper change 12. Regarding player substitution, for e.g., if a player sits outside for 2 overs and comes back to field, then he can bowl only after 2 overs. If a player was substituted and didn’t comeback at the end of that innings, for him to bat, he has to wait the same number of overs he substituted while fielding. 13. Any ball which pitches and bounces over the batsman’s shoulder is a bouncer. Only one bouncer is allowed in an over. If the ball pitches and bounces over the batsman’s head and not played with the bat, it’ll be a wide and a bouncer. The second bouncer no matter the Batsman plays or not will be a no ball. 14. A beamer is only called when that particular delivery is dangerous to batsman. A bowler who bowled more than one beamer in a game will be taken out of the attack. 15. Only 5 fielders will be allowed on the leg side excluding the bowler and keeper. If the 6th fielder is placed, then it can be called a No-Ball irrespective of whether bowler is bowling over or around. 16. There may be no more than 2 fielders, other than wicket keeper, standing in the quadrant of the field behind square leg, which means more than two fielders standing between wicket keeper and leg umpire will be called as No Ball. 17. Delivery pitching outside the pitch is considered as NO ball. 18. Tiebreaker: if a match is tied, there will be a super over until there is a result.
6. DISCIPLINARY GUIDELINES 1. If a player verbally assaults opponents, the tournament committee on advice of the umpire will validate the case and the player will get a One Match Ban. 2. If the same player repeats this mistake, he will be permanently banned from the tournament and team cannot replace him with another player. 3. If a team is accused twice for any kind of assault, then the captain will get a one match ban on the second time. 4. For Physical assault, that player will be permanently banned from the tournament with immediate effect. Team cannot replace that player with another. 5. The Tournament Organizing Committee (TOC) has the power to levy further suspensions in cases of any misconduct, before and after the game. 6. The team captains/managers must be responsible for the behavior of their respective teams and will be held liable of bans if his team breaches discipline. 7. The team captains/managers are requested to advise their supporters to not misbehave during the game. Any commotion or unruly spectator behavior is only detrimental to the playing teams and the image of MES Alumni.
7. GENERAL DIRECTIVES 1. All teams need to have their own kit (Keeping Gloves, Bats, Batting gloves Abdomen guard etc.) Due to covid restrictions, teams will not be allowed to share or exchange their cricket gears. Action will be taken by the organizers if teams don’t follow the rules. 2. The teams may carry their own first-aid box and other medical requirements. 3. TOC will have medical professionals on the ground however the TOC will take no responsibility for the injuries that happen throughout the tournament or subsequent issues related to it. 4. TOC will provide adequate liquid refreshments for the players and team officials to remain hydrated during the match. 5. Organizers will not be responsible for any loss of anyone’s personal belongings. 6. Only the Team officials or the captain has the right to speak to the organizers in any case, players should relay their concerns or arguments to the team officials or captain so that they communicate with the TOC officially. 7. We recommend that any official communication or grievance be relayed through the official email address. 8. Any decision taken by the umpire during or after the match will be the final call and no team or individual can appeal against it. 9. No external documentation will be considered as evidence for review of any decision taken by the umpire on the field. 10. Team is responsible for the behavior of their supporters/peers in the venue, but at any circumstances the supporters are NOT ALLOWED TO ENTER THE FIELD OF PLAY and the PLAYER DUGOUT AREA. 11. The facility/ground should not be damaged in any way, if any physical damage is seen, the responsible team or person will be asked to pay any amount asked by the facility management. Tournament Organizing Committee (TOC) or MES Alumni will not be responsible to settle the damage for anyone. 12. The Tournament Organizing Committee (TOC) has the authority to change any of the above rules and regulations without consulting with the teams and in that case, the concerning teams will be notified beforehand.
8. SECURITY GUIDELINES 1. Players and team officials should be seated on their allotted dugout area and maintain good conduct that is expected of them. 2. Team officials will be provided 3 badges and will have to wear them while in the respective dugout area. This is in addition to the team manager or coach who can interact within the designated area. 3. Kids and families are strictly not allowed to be seated in the dugout area. 4. Everyone shall take the COVID19 precautionary measures like wearing the mask (players are exempted while inside the FIELD OF PLAY and in DUGOUT Area) • Maintain a safe distance from everyone • Stay home if you feel unwell. 5. If any of the players/managers comes in contact with a COVID patient, immediately quarantine yourself, follow the procedures outlined by Qatar government and also inform the Tournament Organizing Committee (TOC). 6. If any of the team members has to be quarantined, then the team will have the option to replace this player. But once replaced, this player will not be allowed to take part in the rest of the tournament.
9. JURY OF APPEAL 1. The Disciplinary Committee will deal with discipline and technical protests not covered under the above rules. 2. The Disciplinary Committee members will have no significant relationship with the affected party, and are not involved with the decision being appealed, and will be free from any other actual or perceived bias or conflict. Moreover, they will be well versed with the game and the rules and regulations associated with it. 3. The Disciplinary Committee shall have the ability to deal with issues within a shortened time frame during the competition. Their decision will be final.
10. AWARDS At the conclusion of the MESF CRICKET 2021, the following special awards shall be presented: 1. First Place: Prize money of QR.3000 and Trophy, Medals 2. Second Place: Prize money of QR.2000 and Trophy, Medals 3. Third Place: Prize money of QR.1000 and Trophy, Medals 4. Tournament MVP for the Man of the Series: Trophy 5. Best Baller for most wickets: Trophy 6. Best Batsman for most Runs scored: Trophy 7. Man of the Match for each match: Trophy Note: Individual records will be taken directly from Cricclubs statistics Man of the match will be decided by the umpires in each match Tournament MVP will be decided taking into consideration by the committee
