Pearland Cricket League - T20 League Rule Book
Pearland Cricket League – Rulebook and Format By participating in the tournament, the Captain/Vice-captain of each team accepts the terms of the League mentioned below. It is required that each Vice-captain read all Sections below. In addition, as discussed and agreed upon in the captain’s meeting, each team’s captain will sign an online liability waiver form.

Schedule and Timings – As per the schedule declared on Whatsapp group and cricclub
Balls – Two balls per game( Hardball) will be provided. Any extra ball team will buy on their own the same as HCL approved. Ball never gets lost in this ground but if it does old ball can be used.

ZERO LIABILITY POLICY: The Captains and the players of all the teams Participating in this League should acknowledge that the organizers are NOT LIABLE for any injuries sustained (due to any reason) during the League. An online liability waiver will be sent to the captain of each participating team.
Toss and Team Preparation Guidelines:
1. Toss decision must be immediate, 15 minutes before the game.
2. Use the cricclubs app for entering teams during the toss.
3. Submit the final Playing 11 in writing to the umpire, as per ICC rules.
4. Any changes post submission require approval from Harish and the opposition captain.
Walkover Point Penalties:
1. Granting a walkover results in a 1-point penalty to your team and awards 2 points to the opposition.
2. Walkovers must be confirmed at least 24 hours before the game; confirmation within 24 hours incurs a 2-point penalty and $50 fine
3. The captain's group post confirming the walkover is FINAL. Please refrain from personal messages to admins. This rule aims to ensure accountability, fair play, and maintain the overall quality of the tournament by minimizing walkovers."

Time Management and Penalties:
1.General Penalty for Delays:
- One over will be deducted for every 5 minutes of delay.
2.Start Time Penalties:
1. A minimum of 7 players must be present to start the game.
2. If both teams have 7 players but the game doesn't start on time, overs will be cut equally from both teams.
3. If one team has the minimum 7 players, but the other does not, overs will be deducted from the team with insufficient players.
4. Delays due to any reason (e.g., lack of ground readiness) will result in overs being deducted accordingly.
3.In-Game Penalty:
1. Each team has 105 minutes in summer to complete their innings (5 minutes per over with a 5-minute break at the 10-over mark).
2. Any delay beyond this timeframe incurs a penalty, except for on-field injuries, which must be resolved within 5 minutes.
3. Slow over-rate penalties follow standard international rules, with additional players brought inside the circle.
4.Playing Time/ Penalty:
- The game requires a minimum of 7 players to start.
- If both teams can't start after 15 minutes, the match is considered canceled with no points awarded.
5.Late Start Penalty:
- If one team is ready and the other is late, deduct one over (from the batting innings of the late team) every 5 minutes.
- The opposing team can request this penalty to the neutral umpire, whose decision is final.
Break policy:
-legumpire can deliver water in between overs but has to be quick before the bowler is ready.
- winter season no water break in between for players to go outside ground and stop the game.
- when weather hits above 90F at 10 over mark 5 min water break will be allowed for all players.
Inning break will be 10 minutes to get the player back on the field and ready to ball first delivery. So let your opening pair know in advance so they can be ready.
-Main Umpire can cut the overs if players are not ready on time as per 5 min per over rule.
Fielding Team Player Restriction Guidelines:
When a fielding team is playing with less than 11 players, the following restrictions are enforced:
During Power Plays:
- A minimum of 7 fielders must be inside the inner circle (excluding the keeper and bowler).
- For teams playing with 10 players, only 1 fielders are allowed outside the inner circle.
- Teams with 9 players cannot position any fielder outside the inner circle.
Outside of Powerplay Overs:
- A minimum of 4 fielders must be inside the inner circle (excluding the keeper and bowler).
- For teams playing with 10 players, only 4 fielders are allowed outside the inner circle.
- For teams with 9 players, only 3 fielders are permitted outside the inner circle, and so on.
Additional Fielding Restrictions:
- A maximum of 2 fielders are allowed behind square on the leg side (behind the leg umpire).
- The leg side can have a maximum of 5 fielders in total.
1. Teams and Players:
- Each team will consist of a maximum of 11 players.
- A minimum of 7 players is required to Start a game.
- Players must be registered with the league before participating.
- Minimum two league matches players need to play to participate in play off games.
2. Match Format:
- The league follows the T20 format.
- Each inning will consist of a maximum of 20 overs.
- Powerplays will be observed as per T20 standards.(first 6 overs with 2 fielders outside)
- One bowler can ball maximum of 4 overs
- Two beamer from the same bowler in a match will result in no further bowling in the game.
- One shoulder high bouncer per over allowed above the head will call wide and also count one bouncer per over. (Neutral Umpire call remains final)
- Any rules not mention her explicitly then ICC rules will be implemented.
- Maximum 5 fielder after powerplay can be outside
- maximum fielders on legside can not be more than 5 at anytime
3. Playing Conditions:
- Matches will be played with a regulation white cricket ball provided by the league.
- All players must wear appropriate cricketing gear, including helmets and pads. No white pads, Thigh pads outside uniform, white hats or playing without a cup allowed. Neutral umpire can ask to change or send a player back if rules are not followed.
- All 20 overs will be played on the same side. There won't be change after each over or halfway.
- if ball pitched outside pitch it will be called No ball
-if ball bounce before the batting crease twice it will be called No ball
-Bowler must say side on first time otherwise umpire can call No ball
-All No ball will result in free hit
- 5 runs will be awarded to the batting team if the ball hits the helmet behind the wicket keeper.
- If a player carrying a water bottle or any obstacle that can stop the ball while fielding if the ball hits an obstacle 5 runs penalty will be added to the batting side.
- New batsman on strike when wicket falls other than runout.
- boundary fielders call but if the umpire sees unfair practice can warn the fielding side and even change future decisions if they see unfair practice.
- Catch on close to boundary line fielders are encouraged to stay on the positions until the umpire can judge. If controversy happens, Umpire calls remain final.
-Retire hurt with injury while batting can only bat again after all the next wickets fall.(Umpire can decide if its retire hurt or retire out)
-Retire batsmen for any other reason will be called Retire out and cant bat again.
- A substitute can be given to the field if a player who got injured can not return to the game. Substitute fielder cant bat or bowl.
-Changing wicket keeper will be only allowed after 1o over mark. If the wicket keeper changes, the player has to go off the field and get pads on and the game can not stop for more than 2 minutes to make the change.
- For any reason cricclub dont work, captains have to record them on paper and take a picture by both captains to submit on whatsapp. Later it will be added to the scoreboard when the app is up and running.
-Minimum 10 overs per side to happen to count as a game.
- Washout games will be rescheduled depending on availability. However if days are not available both teams will split the point. Every team will be treated the same way on this rule. If we reschedule for one team then will do for all.
- Please use the Duckworth-Lewis Calculator APP by Tarams Inc. to calculate targets and/or results of the match. The app is very intuitive and easy to use.
- Mankading is allowed there won't be a warning needed. Captains can withdraw appeals if they like.
- Hand Gloves are only allowed if the temperature is below 45f and it will be allowed for both teams regardless of temp change after the start of the game.
- An upright video recording device can be positioned between the umpire and the stumps, with the option for the umpire and bowler to reposition it as needed. If the ball makes contact with the camera or stand, play will resume as normal, but if it deflects off the equipment, it will not be considered an overthrow and extra runs will not be allowed.
4. Umpires and Decisions:
- Matches will be officiated by Neutral umpires.
- Umpire decisions are final and binding.
- Only the captain can talk to the main umpire on any disagreement and if both captains are okay with reversing the decision then the decision can be reversed otherwise the umpire decision is final. Disrespecting the umpire or any abusive language will result in a penalty to players from future games. Organizers reserve the right to make that final decision.
- The Main Umpire can overrule any leg umpire decisions including runout if it seems wrong/unfair.
5. Player Substitution:
- Substitute players may be used in the case of injury or other approved circumstances for fielding only
- Substitutes must be approved by the umpires.
- No runners allowed
6. Scoring:
- Runs will be scored for boundaries, sixes, and singles.
- No-balls and wides will incur additional runs. Leg bye and bye runs as per ICC rules.
- Scorecards will be maintained for each match on cricclub app
7. Pitch and Ground Conditions:
- Umpires have the authority to stop or suspend play in case of unsafe conditions.
8. Code of Conduct:
- Players are expected to adhere to a high standard of sportsmanship.
- Any form of misconduct, including verbal abuse or physical altercations, will not be tolerated.
9. Disciplinary Action:
- The league reserves the right to take disciplinary action against any team or player found violating the rules.
- Disciplinary actions may include fines, suspension, or expulsion from the league.
10. League Standings:
- Teams will earn points based on match results (win, loss, tie). 2 points for win and tie 1-1,
- Standings will determine playoff qualifications.
- One Super over will be played at the league stage in the tie. If super over doesn't produce results points will be shared.
11. Playoffs and Finals:
- The top four teams will qualify for the playoffs.
- Knockout rounds will lead to the league final.
- In the event of a tie in the final, a Super Over will be played until we reach the results.
12. Equipment:
- Bats, balls, and other equipment must adhere to international standards.
- Any equipment-related disputes will be resolved by the umpires.
13. Rain Interruption:
- In case of rain, the umpires will decide on play interruptions or rescheduling.
14. Amendments:
- The league reserves the right to amend the rule book as needed.
- Teams will be informed in advance of any rule changes.
15. Spirit of the Game:
- The Pearland Cricket League promotes fair play, respect, and enjoyment of the game.
- All participants are expected to uphold the spirit of cricket.
