Rules


 

  1. All the matches will be played with hard tennis ball.
  2. There will be 20 overs per innings and maximum of 4 overs per bowler.
  3. If player’s injury is not recoverable in 5 minutes, he shall have substitute fielder/ retired out.
  4. Apart from the runs from the bat following are the scoring options.
    1. One run and extra delivery for a no ball.
    2. One run and extra delivery for a wide.
    3. Can pick up runs for byes (could be as part of a normal delivery or wide or no ball).
    4. Overthrows are considered runs for the batter.
    5. There are no leg byes in MPL. Definition of Leg bye:
      1. Ball hits only the body and deviates.
      2. Ball hits the body and then hit the bat (it’s not out)
    6. Runs can be scored when ball hits the bat first and then body.
  5. A ball will be considered NO-BALL
    1. If the Bowler oversteps the Popping crease.
    2. If some part of the bowler's back foot in the delivery stride touches/passes the return crease.
    3. Ball goes over the shoulder height in the normal stance of the batter after bouncing.
    4. Ball goes over the waist height on the full.
    5. If the fielding restrictions are not followed.
    6. If any of the fielder speaks/shouts/Claps during the delivery of the ball (includes the run-up of bowler).
    7. If any of the fielders move sideways between bowler run up and delivery of the ball.
    8. If bowlers break the stumps in their delivery stride
  6. There is no concept of ‘FREE HIT’ in MPL.
  7. A ball will be considered a WIDE
    1. If it goes down the leg side.
    2. If it crosses the wide marking line on the offside with the normal stance.
    3. If it is off the pitch
  8. A ball will be considered a dead ball.
    1. If it bounces more than once before reaching batter end crease
    2. One or both bails fall from the Striker’s/Non-Strikers wicket before he receives delivery because of wind.
  9. A ball will be considered as a beamer:
    1. If it’s directly aimed at batter or hits the batter above waist without bouncing on pitch.
    2. Bowler will be given a warning for first beamer.
    3. Bowler is not allowed to bowl in that match after the second beamer.
    4. Beamer qualifies as no ball.
  10. Any controversies on bails will be left to sole discretion of field umpires.
  11. Batter will not be allowed a ‘By-Runner’.
  12. There is no 'Retired Hurt' in MPL. Batter will be given ‘Retired Out’ in case he can't continue batting.
  13. Umpires can always overturn the ruling after discussion among themselves.
  14. There will be power play with the fielding restrictions for 6 overs.
    1. During a power play, there can be only 3 fielders outside the inner circle.
    2. Over number 1 and 2 will be mandatory first power play.
    3. 2 overs for bowling side can be called by the bowling captain.
    4. 2 overs for batting side can be called by the batting captain.
    5. In case batting side didn’t call the power play, the last two overs of the innings become mandatory batting powerplay overs.
    6. In case bowling side didn’t call the power play and the batting powerplay is already taken, the last two overs of the innings become mandatory bowling powerplay overs.
    7. In case bowling side didn’t call the power play and the batting powerplay is not already taken until start of 17th over, then 17th and 18th overs of the innings becomes mandatory bowling powerplay overs.
    8. Umpires must remind the captains of the same. In case umpires forget to do so then it’s considered normal play until it’s identified so.
      • Example: If umpires/captains realize after 2 balls of 19th over then from 3rd ball onwards it becomes power play, already bowled ‘2 balls’ will not be overturned as no-balls.
  15. Fielding Restrictions:
    1. At any time during the match, only 5 fielders are allowed on the leg side.
    2. At any time during the match, at least 4 fielders should be present in the inner circle excluding the bowler and wicket keeper.
  16. Batter can run until the ball is considered dead.
  17. Runout by “MANKADED”:
    1. When the batsman at the non-striker’s end has backed up too far out of his crease and the bowler is in his run-up, he can attempt a run out at any point until he releases the ball by removing the bails with his hand holding the ball or by throwing the ball, with the batsman out of his crease, the batsman is said to have been "Mankaded" and the umpire shall give him out run- out. No warning will be given to the batter.
  18. When a batter is out caught, the new batter will come in at the end the striker was, regardless of whether the batters crossed prior to the catch being taken.
  19. Playing XI information should be exchanged between the captains before the start of each game.
  20. Umpires will answer only Captain of the team (on the match day).
  21. No rule for the obstacles (except for a non-playing human interference), play will continue. For any non-playing human interference, it is umpire’s call.
  22. Online scoring is mandatory. Only exception is when the app/website is down in which case teams are expected to score on paper and upload the scorecard.
  23. All the team members who are going to play in the match should be in the ground within the 30 min from the scheduled start time. Example: if the scheduled start time is 9:00 AM, all the team players should be in the ground by 9:30 AM, anyone comes after it cannot be played in that match.
  24. A player in starting lineup can be substituted for fielding. However, the maximum allowed is 5 overs per team in a match. The substitute cannot keep the wickets.
    • Example 1: If only one player from the starting lineup must be substituted for fielding it can be a maximum of 5 overs.
    • Example 2: If two players from the starting lineup must be substituted. If player 1 is substituted for 3 overs, player 2 can be substituted for a maximum of 2 overs which makes up a total of 5 overs.
  25. The team with not enough players (unavailable 10th /11th player) can take assistance of fielding. There is no restriction on who can substitute as fielder however he can only field and will not be allowed to either bowl, bat, keep the wickets.
    • **The On-field Umpires have the final word on when the ball is considered dead in situations where there is an appeal for bat/pad or similar situations.
  26. Ball hitting pad first then bat and caught by a fielder is considered NOT OUT. This also means that the batter cannot be awarded runs for pad bat. Ball hitting bat first then pad and caught by a fielder is considered out.
  27. If the batter does a switch hit, then the ball may be bowled to either side of them within the standard distance without being called a wide.
  28. Only active players in the current season will be allowed for umpiring for the games.

Acceptable Bats:

  1. Only wooden cricket bats are allowed.
  2. Overall length of the bat shall not be more than 38 in/96.5 cm.
  3. The bat should fit in the cricket gauge provided to the teams as part of the kit.
  4. If the bat being used is identified as a non-standard bat(as specified above) then the bat can no longer be used from that point of time.

Awarding Points:

  1. In group stage, there will be 4 points awarded for a win, 0 points for a loss and 2 points for each team in case of a tie/no result.
  2. If any scheduled match is cancelled due to weather/unforeseen reason, then it is considered as tie/no result and 2 points for each team will be awarded.
  3. The minimum number of players per side to start a match is 9.
  4. 15 minutes after scheduled start time, if there are not enough players (minimum 9) then the points will be awarded to the team having enough players. Match will be considered tie if both teams does not have enough players.

Weather affected game rules:

  1. Game can only start if there is time for at least a 15 over per side game.
  2. If we lose a total of more than an hours’ worth of play at any point (before or during the game), the game will be considered abandoned.
    • Example: If the 8:00 AM game could not be started by 9:00 AM due to weather then it will be considered abandoned, and points will be shared.
  3. If we run into a weather/any delay once the game starts, every 5 minutes of play time lost will result in reduction of one over.
  4. In case of weather/any interruption in play, D/L rule will be applied which is available on the website.
    1. If the match is 80 percent complete as stated below, Duckworth Lewis method will be used to determine the winner. If it is not 80% complete, then it is considered as tie/no result.
    2. A match is considered 80 percent complete if,
      1. 80 percent of the runs are scored.
        • Example: Team A sets 120 as target and team B gets 71 runs (A total of 191 of 239 runs that needs to be completed for the completion of the match)
      2. 80 percent of the overs are bowled.
        • Example: 32 overs have been bowled out of 40 overs. In case the team batting first gets all out all the 20 overs will be counted.
      3. 80 percent of the wicket dismissed.
        • Example: 16 wickets have been dismissed out of total 20 wickets. In case the team batting first gets all out all the 10 wickets will be counted.

Note: For every 5 minutes loss of playing time, one over should be reduced.

  1. Quarter Final elimination games:
    1. If the match is not 80% complete in this elimination round,
      • No reserve day for weather effected game in this phase of elimination rounds.
      • Winner will be decided based on the highest standing in the points table (Refer Points Table Order)
  2. Semi-Final elimination games:
    1. If the match is not 80% complete in this elimination round on the first scheduled day
      • One reserve day is set aside for a full game (including toss) in this phase of elimination rounds. In case the game cannot be completed during the scheduled days, a winner will be selected based on the below criteria.
      • Winner will be decided based on the highest standing in the points table (Refer Points Table Order)
  3. Final games:
    1. If the match is not 80% complete in this elimination round,
      • Two reserve day is set aside for a full game (including toss) in this phase of elimination rounds. In case the game cannot be completed during the scheduled days, a winner will be selected based on the below criteria.
      • Winner will be decided based on the highest standing in the points table (Refer Points Table Order)
  4. In case of a scores level (tie) two teams will face a super over for all the games
    1. Each team will play an over with maximum of three batters.
    2. Super-over would be played without a powerplay.
    3. Team batting second in regulation play will bat first.
    4. Can choose any bowler from the line-up.
    5. In-case of further tie in a super-over:
      • Another super over will be played until a winner is decided for playoffs.
      • Team with most wickets in hand in regulation game will win for league games.
        • In-case of further tie in league games, Points will be shared.

Points Table Order:

  • Most Points
  • Number of wins
  • Net Run Rate
  • Head to Head games
  • In case of further tie a toss will be used for decider

Bowling Action:

  • Once on-field umpires notice any bowler with a suspect blowing action, the umpire would then give a warning and declare it a “No Ball." If the bowler continues with a suspect action, he would not be allowed to bowl in same match.
  • After the Match, Umpires must report the bowler with the suspect action to the organizers in an email.
  • If the same bowler is reported by a different set of umpires, the bowler would not be allowed to bowl for the reminder of the tournament.

Note

  1. Apart from the above rules it is at the discretion of the umpires during the match for the on-field decisions and the organizers for the tournament related rules.
  2. Game related decisions will not be taken by the organizers/committee/captains during the game. It will be the on-field umpires who must make a call. If there are any questions/concerns they can be emailed to the organizing committee after the game.
  3. Player(s) involved in any kind of physical violence against a fellow player or umpire would be permanently banned from further games conducted by Cricket Milwaukee.
